When a marriage record say this "Ambos dispensados por el Sr. Provisor en este Obispado en la nominacion conciliar" Does it mean that there is a marriage dispensation?

Alguien sabe por que no aparece Jalostotitlan en la lista de pueblos del Censo de 1930?
